Receiving the error Unable to change the password on this account (C00000BE). Please consult your system administrator. when you try to change your password on your computer indicates that you are not logged onto the PeopleSoft network. You cannot change your password unless you are logged on the network. Most likely, you have also seen the error message A domain controller for your domain could not be contacted. You have been logged on using cached account information. Changes to your profile since you last logged on may not be available.

To solve this problem, you need to make sure your machine is properly logged onto the PeopleSoft network. See Eureka! document 50017 — Verify that you have a valid network connection... for tips on checking your network connections.
