The error you are receiving
Windows cannot load the user's profile but has logged you on with the default profile for the system. Detail - The system cannot find the file specified
is a common Windows 2000/XP error when a system service, scheduled task, or other common operating system function is still running while a “new” user is logging on to the workstation. It may also occur when you do not have a good network connection, or when your profile has become corrupt.
The primary steps to resolve this are:
If you are connecting to the network using VPN, configure your machine to connect from the log on screen. 54119 — How to configure Cisco VPN to log into the network automatically
Shut down, power-off.
Unplug, then replug in your network cord. If the cord is kinked or damaged you may need a new cord.
Start your machine.
When the logon screen reappears check to see that the domain is showing and that it is the PeopleSoft domain.
If you don't see the domain box click on the Options >> button.
If the PeopleSoft domain is not showing select PeopleSoft from the drop down list of domains.
Enter your user name and password and log on as usual.
