Unable to view Project IDs in MTE
Symptom:
While completing a Time or Expense report, the Project ID drop down box is empty.
Cause:
The refresh control data is incomplete. The initial refresh has four main updates that must be completed entirely before a successful submission can take place.
Resolution:
To resolve this, you will have to refresh your Project Data by performing a full, initial Control Data Refresh as detailed in step 11 in the Eureka! document

Once the data is refresh, the report should now submit successfully.
