What department is charged if we add an activity of shadow time to a billable client project ID?

On customer billable projects, all time is charged to the customer. Shadows are charged at $0 rate. There is currently no "shadow" activity being set up on projects. The Psynergy/FSCM business process requires that consultants use the project activity that best describes their work so that project managers (and customers) have visibility to what activities the consultant is engaged in on the project. When a "shadow" resource is added to the project, the Resource Management team notifies their SCA (by means of an SOS) who then sets the rate for that individual to $0 per hour.

What department is charged for shadow expenses?

Shadow expenses are usually billable to the customer and are charged accordingly. Many of the older projects in Psynergy/FSCM that were converted from RVDB include a "Non-Billable Expenses" activity, which allows the consultant to enter their expenses against the project without billing the customer. However, new Psynergy/FSCM business practice is to ask consultants to record their expenses against the same activity they are using to record their time. So, some Resource Management teams are advising shadows to record their expenses against the ADMIN project 100603-PSC Non-Billable. Expenses recorded against a non-billable activity or an ADMIN project are charged to the consultant's own department. Activities in Psynergy/FSCM do not have a billing action, but all expenses whether billable or not are charged to the Project Owning Organization. If you don't want to transfer the costs the Consultants need to either charge the ADMIN project, or the SCA needs to set up an Expense Sharing exception.

Is there a way to set up an activity of shadow expenses that would charge back to the consultants department and not the project?

No. It's a reasonable assumption that if expenses are charged to a project, that associated cost should be transferred to the department that owns the project. The Project Profitability should mirror the P&L for the Project Owning Organization.

Does an activity of shadow time record hours as non-billable to all project ID's?

Please see answer to the first question. There is no shadow activity. The consultant uses the appropriate project activity and their rate is set at $0.

What about ICP?

ICP and Optimization are set at the project level versus individual resource level, which means that everyone on the project either does or does not receive ICP/Optimization based on whether these items are selected in project setup. It's possible that the ICP/OPT can be set at the individual resource level so that we can create secondary project ID to handle the shadow resources. This secondary project ID would be created once a shadow is assigned to the project. This document will be updated if this proposal is adopted.
